Sheffield SEND Strategy and Delivery Plan Published

The SEND Strategy and Delivery Plan have now been published on the Local SEND Offer website. They are being shared on behalf of the Local Area SEND Partnership, which includes Sheffield City Council, South Yorkshire ICB, Sheffield Children’s NHS Foundation Trust, Sheffield Parent Carer Forum and Learn Sheffield.

Our SEND strategy, Shaped By What's Around Us, builds on the SEND Manifesto published in July 2025 and has children, young people and their families at its heart. Briefly, the three priorities are:

  1. Workforce & Structures
    • Creating the workforce that Sheffield children and families need
  2. Processes
    • Developing processes that work for everyone and lead to better outcomes
  3. Governance & Accountability
    • Redesign the system to ensure we make fair decisions and we do what we said 

The Local Area Partnership have created a brief survey asking if people would like to be involved. If anyone has any questions about the strategy and delivery plan, they can be sent to localoffer@sheffield.gov.uk.

More information about the work that is already taking place will be communicated to education colleagues over the coming weeks and the next Learn Sheffield Leadership Network will reflect on what the national White Paper and the city’s SEND Strategy means for Sheffield settings and their communities. Look out for a date as soon as the White Paper is published.
